Application Formality:

I. Acceptance of application

The training or assessing institution recognized by Special Equipment Supervising Department of Shanghai Quality and Technical Supervision Bureau will be responsible for the training and accessing application (including certificating application) of stoker and boiler water processing staff within its administrating district.

II. Requirements for application

1. Stoker

(1) education background beyond junior high school

(2) 18 years old, healthy, no diseases and/or disfigurement which impede taking the task related to boiler

(3) disciplined, has passion towards the job, and equipped with the sense of responsibility

(4) stoker who need change his certificate shall already keep the original certificate for 4 years

2. Boiler water processing staff

(1) healthy, without color blindness;

(2) staff dealing with Level I to Level III of boiler water processing work need an education background beyond junior high school; staff dealing with Level IV of boiler water processing work need an education background of technical secondary school;

(3) disciplined, has passion towards the job, and equipped with the sense of responsibility.

III. Documents required for application

1. student signing up form;

2. certificate of education and its copies for initial application;

3. applicants for applying for changing certificates shall submit his original certificate besides hias student signing up form.

Processing Procedures:

1. signing up to the training institutions recognized by Special Equipment Supervising Department of Shanghai Quality and Technical Supervision Bureau;

2. the training institution shall audit the qualification of the applicants, constitute the training plan, and submit to Special Equipment Supervising Department of Shanghai Quality and Technical Supervision Bureau for records;

3. the training institution shall carry through theoretic and practice training and assessing;

4. the training institution shall report the students' examination scores to Special Equipment Supervising Department of Shanghai Quality and Technical Supervision Bureau and make files;

5. Special Equipment Supervising Department of Shanghai Quality and Technical Supervision Bureau will issue certificates to the eligible after auditing.

Charging Standard & Basis:

Standard: RMB 3 per certificate

Basis: Notice on Verifying Administration Charging Items and Standards of Shanghai Labor System by Shanghai Pricing Bureau and Shanghai Finance Bureau (Hu Jia She [1992] No. 177)

5. Regulations on Chemical Cleanout of Boilers

Time Limit for Processing: The processing authorities shall finish the approving and certificating procedures within 10 days after accepting the documents submitted by the training institutions.

Qualified Application Subject: daily assessing (including certification auditing assessing), certificating and managing work on stokers and boiler water processing staff in Shanghai.
