Processing Authority: Shanghai Technology Achievements Appraising Team (shortened as Appraising Team, installed at Technology and Education Department of Shanghai Quality and Technical Supervision Bureau)

Application Formality: The organization who applies for the qualification as an appraising institution should be the organization which passes the national or Shanghai municipal measuring authentication, and is equipped with relevant instrument and equipment, personnel, managing system and appropriate environment which meet the Cognizance Standards of Technology Achievements Appraising Institution promulgated by the Ministry of Science and Technology and National Quality and Technical Supervision Bureau.

Processing Procedures:

1. handing in the application to the Appraising Team and acquiring the appraising requisition and relevant forms;

2. submitting the appraising requisition, basic information form, appraising item form, copies of authenticating certificate and measuring certificate by related authorities to the Appraising Team;

3. The Appraising Team checks the integrality and standardization of the handed-in documents and provides the feedback within 2 weeks.

4. The Appraising Team batches the applicants according to their professional coverage and individual situation, and organizes auditing team to carry on spot-auditing or meeting-auditing. The auditing will focus on the detecting and measuring ability, technology information channel and searching ability, and integrated appraising ability of the applicants.

5. The Appraising Team will collect and re-check the opinions of the experts in the auditing team and report to Shanghai Municipal Science and Technology Committee for approval.
