Ji Zhengkun puts forward three concepts and three big issues

Oct. 14 is World Standards Day. That day SAC holds standardization work scientific development metering in Beijing. Member of AQSIQ Party Leadership Group, Administrator of SAC Ji Zhengkun points out in the meeting that according to the series of important guidance of the Central Party Committee and the State Council and the requirements of learning deeply scientific development concept, we should do our work well with the guiding spirit. Ji Zhengkun points out three concepts should be established: first is the concept of service, clarifying the guidance thoughts and orientation of standardization work, and advocating three services-the standardization work should serve economic construction, serve social requirements and serve scientific development; second is the concept of science, insisting on the principle of being scientific, object, just and harmonious; third is the concept of legal system. Ji Zhengkun emphasizes that to reform and innovate is to make efforts in structure, quality, speed and efficiency. We should increase the proportion of the first an third industry, and make standardization work meeting the requirements of industrial structure adjustment; should improve the quality of standards documents, strengthen standards adoption and participate more in international standardization activities, and try best to make standards with independent intellectual property rights and independent innovation fruits international standards; should accelerate standards formulation, shorten standards age, and make the number of standards meeting requirements; should formulate product standards mainly by enterprises centering on improving the competitive ability of our products, enterprises and industries, and national standards should focus on general, basic, compulsory standards as well as administrative standards and inspection methods standards. Ji Zhengkun points out three big issues should be focused on at present: first is to formulate development program of national technical standards, and make it guiding line and direction for the scientific development of future national standardization work; second is to further complete national standards system, and formulate a national standards system meeting the requirements of national economic construction and social development; third is to revise and publicize new Standardization Law as soon as possible, and enlarge the range of the Law to implement legal administration better on the formulation, implementation and supervision of standards.
