AQSIQ issued Opinion on Supervising Milk Production Enterprises Implementing Quality and Safety Responsibility

Sep 25, AQSIQ issued Opinion on Supervising Milk Production Enterprises Implementing Quality and Safety Responsibility (The Opinion). The Opinion submitted key implementation measures for strengthening supervision on milk production enterprises quality and safety responsibility system, urging enterprises establishing systems and measures to ensure product quality and safety, and fulfilling the responsibility of enterprises as first person-in-charge. The Opinion set requirements for all quality inspection departments. First, establish entry-factory inspection system on raw materials and half-processed products. All raw materials and half-processed products entering factory should be with products inspection reports from suppliers or checking inspection reports. Enterprise should establish purchase account of raw materials and half-processed products, and keep original records of inspector, checker, person in charge, inspection time and batch number. The original record can not be changed and should be kept for long time to ensure traceability system. Second, establish process quality responsibility system. Enterprises should examine overall production and process chains, environment and workers according to related requirements, make detailed records of production and process, key chains, quality control point, and production process, and establish purchase and usage accounts for product formula, raw and supplemental materials and addictive materials permitting to be used according to related standards. The above system should be true and traceable. Third, establish inspection system on product coming out of factory. Every batch of products coming out of factory should be inspected strictly and related accounts should be established. No products without inspection reports or failing inspection could come out of factory. Fourth, establish inspection and test system. Capable enterprises should be equipped with facilities that can inspect melamine and related workers. Incapable enterprises should set up fixed clientage of inspection melamine with capable inspection bodies. The Opinion emphasized at last that all quality inspection departments should strengthen service and supervision to ensure the implementation of product quality responsibility for enterprises, especially the inspection of raw materials entering and coming out of factory to ensure product quality and safety.
