AQSIQ and National development and Reform Commission issue joint circular

AQSIQ and National development and Reform Commission issued joint circular of initiating national special law-execution examination on energy efficiency labels. All enterprises producing 9 kinds of products under management of energy efficiency labels were under examination, and selling enterprises and importers would be sample tested.

The examination mainly included: whether all producers and importers of products in the list of national energy efficiency labels management had been put on energy efficiency labels records; whether energy efficiency labels had been marked, whether the marks were up to related regulations, and whether the packaging or introduction scripts had related introductions. Products that should be marked with energy efficiency labels were to be specially examined that whether energy efficiency labels had been marked according to regulations. The examination attached special importance to those behaviors including products that should be marked with energy efficiency labels didn?? have related labels, the introductions and product marks of products in the list of national energy efficiency labels management didn?? include energy consumption index, or the energy consumption index labeled didn?? comply with real situation, etc. Production of counterfeit energy efficiency labels or cheating propaganda making use of energy efficiency labels would be seriously punished.

August 19, AQSIQ issued another circular of initiating focused action of national special law-execution examination on energy saving. The action would last form September to the end of October, and all quality inspection departments would make all efforts to ensure the action achieving great results.

The law-execution examination was initiated by AQSIQ according to the deployment of the State Council to implement Energy Conservation Law, accelerate social energy saving, improve energy usage efficiency, protect and enhance environment and improve sustainable development in an-all-round way of society and economy.

The examination would focus on product under implementation of energy efficiency labels, products and equipments publicly announced to be eliminated by National development and Reform Commission, high-energy consuming special equipments and energy measurement instruments, and attach great importance to enterprises producing, importing and selling energy efficiency labels management products and energy saving authentication products listed in energy saving products government purchase name list, energy measurement instrument producing enterprises, application enterprises, high-energy consuming special equipments producing and applying enterprise. The examination would check out whether energy consuming products and equipments were in accordance with compulsory energy efficiency standards, whether eliminated energy consuming equipments, producing technology publicly announced by government were still being used, whether the related management on energy measurement instruments of energy consuming units complied with General Regulation on Energy Consuming Units Energy Measurement Instruments Equipment and Management, whether energy saving authenticated products listed in government purchase energy saving name list met with related authentication requirements, energy consumption situation of imported used mechanical and electrical equipments, etc.

In the examination, all quality inspection departments would also greatly publicize laws and regulations related to energy saving, compulsory national standards, eliminated product and producing technology announced by the country, energy efficiency labels products list, high-energy consuming special equipments energy saving requirements, etc, guide enterprises to obey Energy Conservation Law, propagandize laws and regulations as well as related rules referring to energy saving, and guide consumers to select energy saving products.
