AQSIQ issues paper requiring strengthening safety supervision on special equipme

On June 13, AQSIQ issued Opinions on Strengthening Safety Supervision on Special Equipments in Quake-hit Areas (hereinafter as Opinion), raising new requirements on following monitor work on special equipments examined, repaired and inspected in quake-hit areas, and on safety guarantee work on special equipment being reconstructed after the earthquake.
It was known that after the earthquake in Wenchuan, Sichuan province, AQSIQ immediately organized inspection forces in 17 provinces and municipalities and initiated the work of examining, repairing and inspection special equipments together with quality supervision bureaus in Sichuan province. So far, the work of examination, repair and inspection on damaged special equipments including 20,918 elevators and baric oxygen chambers for medical treatment has been completed.
For the following monitor work on these special equipments, Opinion required that for examined, repaired and inspected elevators and baric oxygen chambers for medical treatment, quality supervision departments participating in emergency repair and inspection work should hand over related technical documents to quality supervision departments in Sichuan as soon as possible; quality supervision departments in quake-hit areas should supervise and monitor equipment maintaining work after earthquake of the units using, repairing and maintaining special equipments; quality supervision departments in quake-hit areas should strengthen monitoring on elevators and baric oxygen chambers for medical treatment in key areas, implement strict duty and management system, and supervise and urge related units to examine, repair and inspect in time safety dangers reported by the people to make sure the safety of special equipments.
At present, the post-earthquake reconstruction work in quake-hit areas is goring on in order. Opinion made six suggestions on ensuring the safety of special equipments in reconstruction period: first, for cities and towns being reconstructed, quality supervision departments should actively formulate overall arrangement on related gas pipelines, fueling stations, and filling stations; second, to initiate the examination, safety analysis, inspection and repair work on special equipments such as Hazardous chemicals pressure vessels and pressure pipelines; third, to implement registration and dynamic monitoring on usage of donated special equipments according to related regulations, strengthening the monitoring on usage of cylinders, boilers, and gas pipelines; fourth, to do related work well according to the principles of ??pecial policy on special issues for convenience and speediness??for units using and manufacturing special equipments in quake-hit areas; fifth, to initiate the study of quake-proof performance on special equipments. AQSIQ plans to organize technical experts to start the special work of Analysis on Safety Status of Special Equipment in Earthquake and Study on Related Preventing Measures, to formulate quake-proof measures in special equipments designing, manufacturing, installing and applying processes, to perfect special equipments regulations, safety and technical standards and criterions, and to prove the quake-proof performances of special equipments; sixth, related special equipments industries should take advantage to guide and support post-quake reconstruction work.
