AQSIQ requires careful inspection and quarantine on international aid materials

On May 15, AQSIQ issued another circular requiring all inspection and quarantine bodies taking effective measures to ensure the quality and safety of international aid materials and to ensure fast customs clearance.
The notice first made it clear that after further coordination with Ministry of Civil Affairs of the People?? Republic of China, related inspection and quarantine bodies could accept entry-exit inspection and quarantine report of international aid materials with related certification of Division of Succor, Department of Disaster Relief and Succor, Ministry of Civil Affairs of the People?? Republic of China, the General Office of All-China Women's Federation, Red Cross Society of China, or Civil Affairs Department( Bureau) at provincial( autonomous regions, municipalities) level. At this emergency relief period, for materials that had arrived without certification provided by related departments, inspection and release could go first and accepting units should complete required procedures afterwards. No inspection and quarantine report should be accepted by related inspection and quarantine bodies for international aid materials forbidden for importation into China.
The circular required related inspection and quarantine bodies establishing special inspection and quarantine report accepting windows for international aid materials, and providing related service 24 hours a day. Inspection and quarantine bodies should send special work forces to strengthen port on-the-spot inspection, and carry out quick and immediate inspection as well as fast release. For international aid materials, port on-site inspection on products patches should be given to see if the materials were in full accordance with the approval document, and organoleptic inspection should be given to check the package marks, quality and validation period of the materials. Materials that passed organoleptic inspection should immediately be released after registration of materials acceptance unit, contact person of the unit, and contact way was completed. Food products relating to human security, sanitary and health should be released first after passing organoleptic inspection and sample collected, and then lab rapid inspection on the sample should be conducted immediately. If the inspection results failed to pass related standards, a notice should be sent immediately to accepting unit requiring stopping using the materials at once. Related inspection and quarantine bodies could decide materials necessary to leave samples according to practical situation of accepted international aid materials.
The circular regulated that on the entry of human serum albumin in international donated biological and blood products, port inspection and quarantine bodies accept entry-exit inspection and quarantine report according to Import Drug License issued by State Food and Drug Administration. The materials could be exempted from approval procedures for sanitary inspection on special entry particles, but their names, patch numbers, specifications, quantity, package, exporting country and producing enterprises should be checked and examined. Materials that passed the check and examination should be released quickly, and those failed to pass related inspection would be sealed up and stocked, sent back or destroyed. Port inspectors must report above inspection items, inspection results, and registration number of Import Drug License to Sanitary Inspection Office of CIQs directly under AQSIQ for record keeping. The entry of biological or blood products without Import Drug License is forbidden.
The circular emphasized that when conducting quick inspection and release for international aid materials, all related inspection and quarantine bodies should prevent strictly illegal activities of illegal enterprises or bodies in the name of international donation. once found, illegal behaviors must be strictly beaten.
