According to the by the Certification and Accreditation Administration of the People’s Republic of China (CNCA), (# [2006]155 state certification letter. hereinafter referred to as the "Notice"). It put forward the implementation for GB7251.1-2005 of the principles and standards and certification procedures for version.

1. The principles of the change of the version and certification of GB7251.1-2005 standard

1.1 From August 1, 2006, in Low Voltage Switchgear for CCC certification, GB7251.1-2005 used for sample testing.

1.2 Before 2006, August 1, Low Voltage Switchgear production enterprises, could apply by GB7251.1-2005 or GB7251.1-1997 Standard in accordance with the wishes of the applicants.

1.3 As for the products which have got the certificate according to standards of GB7251.1-1997, the certificate holders of old version should apply to the China Quality Certification to change for new version of standard certificate after the new standard GB7251.1-2005 implemented in August, before the next follow-up inspection. Certificate conversion will be completed before December 31, 2007.

1.4 To alleviate the burden on enterprises and not affect product’s quality and safety performance in the circumstances, as for the Low Voltage Switchgear which get the CCC certification by local production permission and with the testing report, the following three major safety test items confirmation should be implemented. (1)   Appropriate-temperature tests. (2) Short rated current tolerance test, rated peak current tolerance test. (3) Protective circuit validation. On this basis, inspection of local production permission and compulsory product certification report described differences in inspection and testing requirements, inspection by the corresponding agencies will be responsible for the contents in place.

2. The procedure of change of version of GB7251.1-1997 standards

2.1 Application and acceptance of change of standard Version.

When the applicant submits changes of application online, it shall choose the 11 types of changes. Certification is based on the changes for the national standards, technical standards or the implementation rules for certification.

China Quality Certification Center is responsible to accept applications about charges for the standard version, and check up the documents. In principle, each CCC certificate which is divided as one unit should be with one the application.

2.2 Applicants for the standard version change to the China Quality Certification Center shall submit the following corresponding information to testing labs,.

A) The applications for changes (2copies);

B) Product description (2 copies);

C) Conformity Statement (2 copies);

d) The original certificate, a copy of each of these documents;

e) Type Testing report (1);

f) Effective factory inspection report (1);

g) Other related material (such as changes in the same time the need for other items related materials);

h) Application for GB7251.1 standards version change shall submit the following documents:

① Routine Tests and Verification Tests report (report must contain grounding resistance, the voltage detection test data).

② Grounding resistance, and voltage test instrument calibration, the certificate must be provided test data. Ground Resistance Tester should be not less than 10A output current, resistance 0 -100m Ω above.

2.3 Audit of applying information

After the certification Engineers accept the application of change of standards version, they will inform the testing labs to check the application documents. If they recognize this certification is with local production permission and with a testing report, they send out sample delivering notice to enterprises.

2.4 Certificate

The certificate shall be issued in according with the certification division principle.
