SIPO convenes symposium on amendment to Patent Law

Recently, the
State Intellectual Property Office
convened a symposium on the amendment to the Patent Law in
Beijing
. SIPO Commissioner Tian Lipu attended and addressed the symposium.
Tian pointed out that the modification of the Patent Law and the Implementing Regulations shall focus on the two themes of constructing an innovation-oriented country and implementing intellectual property strategy and fulfill the spirit of the CPC Central Committee and the relevant arrangement. He said, in the early stage of constructing IP system, China attached importance to IP protection. Now, we shall be full aware that what is more important of IP system is to enhance the innovation capability, hence, besides protection, more attention shall be paid to IP creation, management and application, which may make up of an overall IP strategy. In addition, Tian gave guiding principles on the modification plan with highlights of patent administrative enforcement, procedure of determining patent right, balance between patentee's right and the public interests, definition of service invention and its reward, etc..
