New SIPO department to coordinate strategy implementation

Under the recent State Council document on the organizational and staffing structure of the State Intellectual Property Office (SIPO), SIPO assumes the duties of the now-defunct Leading Group of the Formulation of the National IP Strategy and the State Office of Intellectual Property Protection.  Their duties, namely, coordinating IPR work in the country and organizing implementation of the national IP strategy are primarily vested in a new department in the name of Protection and Coordination Department.  The former Coordination and Administration Department now becomes Patent Administration Department while the International Cooperation Department now carries the second name Hong Kong, Macao and Taiwan Affairs Office.

Given the issuance of the outline of the national IP strategy, SIPO will place emphasis on strategy implementation and accomplish its duties in administration and coordination.  The new Protection and Coordination Department runs the strategy implementation plan and works closely with other government agencies to ensure the full implementation.(by Liu He)

中国国家知识产权局增设保护协调司

本报讯  根据国务院办公厅印发的《国家知识产权局主要职责内设机构和人员编制规定》，中国国家知识产权局增加了新的管理职责，承担已撤销的国家知识产权战略制定工作领导小组和国家保护知识产权工作组的工作，负责组织协调全国保护知识产权工作和会同有关部门组织实施《国家知识产权战略纲要》。日前，国家知识产权局就内设机构主要职责印发通知，增设保护协调司。该司主要职责是承担组织协调全国保护知识产权工作和实施国家知识产权战略的有关工作。根据职责调整，原协调管理司更名为专利管理司，国际合作司同时使用港澳台办公室的名称。

《国家知识产权战略纲要》已经颁布，国家知识产权局将把实施国家知识产权战略作为工作重心，切实加强宏观管理和统筹协调职能。新设立的保护协调司将负责组织拟订推进国家知识产权战略实施计划，并推动建立国家知识产权战略工作的部际协调机制，加强战略实施工作的统筹协调，以确保国家知识产权战略目标的实现。（刘 河）
