Hu highlights technology, IPR at science congresses

President Hu Jintao made important remarks at the opening ceremony on June 23 for both the 14th Congress of the Chinese Academy of Sciences and the Ninth Congress of the Chinese Academy of Engineering Science.  He reiterated it was a must to persistently increase the capabilities in independent innovation; implement national medium- and long-term program for scientific and technological development; accelerate execution of state major science and technology projects; invest more on independent innovation; encourage innovative actions and mobilize innovative power; hold essential technology in key areas and own independent IPRs; shape global players and create international brands with essential IPRs and high value-added brands.

He also spelt out measures to accomplish the tasks, it is a must to give top priority to increasing the capabilities of independent innovation in the development of science and technology; it is a must to promote the progress and innovation in science and technology by innovating the system; and it is a must to foster a large army of innovative talented people in the country; and it is a must to encourage scientific and technological progress and innovation with an innovative culture.  (by Zhuo Ma)

胡锦涛出席两院院士大会并发表重要讲话强调

掌握核心技术 拥有自主知识产权

本报讯  6月２３日，中国科学院第十四次院士大会、中国工程院第九次院士大会在北京人民大会堂隆重开幕。中共中央总书记、国家主席、中央军委主席胡锦涛出席会议并发表重要讲话。他强调，必须把提高自主创新能力作为科技发展的首要任务。要认真落实国家中长期科学和技术发展规划纲要，加快组织实施国家重大科技专项，加大对自主创新的投入，激发创新活力，增强创新动力，在若干重要领域掌握一批核心技术，拥有一批自主知识产权，造就一批具有国际竞争力的企业，创造一批具有核心知识产权和高附加值的国际著名品牌。

胡锦涛在讲话中就走中国特色自主创新道路提出４点要求：一是必须把提高自主创新能力作为科技发展的首要任务；二是必须以制度创新促进科技进步和创新；三是必须培养造就宏大的创新型人才队伍；四是必须以创新文化激励科技进步和创新。（卓 玛）
