In order to promote the healthy development of the credit guarantee industry, the top ten most influential guarantee organizations were selected over the joint meeting of the guarantee organizations for small and medium sized enterprises at Dalian in 2005. This year’s rating is based on the experiences of last year, seeking comments from wider sources and declaring the result on the internet. Another ten organizations were added.

The selected 20 guarantee organizations come from 13 provinces and municipalities. They developed very fast with strong momentum. They have following common characteristics:
1、Different ownership. Some are enterprises and others are government agencies. According to capital contributions, some are totally government owned, some are joint ventures with government or SOE shares and some are private.
2、Strength. The total registered capital of the selected organizations amounts to 6.98 billion, 349 million on average, 30.6 million more than the national average. The guarantee is up to 8 billion, taking up 80% of the national total.
3、Achievements. The 2005 top ten’s guarantee amounts to 25.28 billion, 1.264 billion on average, far more than the national level of 160 million.
4、Risk control abilities. The total compensation of the 2005 top ten only took up 1.12% of the total guarantee, and the total recovery was 36% while the compensation loses were only 0.1%. In order to ensure compensation, the selected organizations act upon the government regulations and prepare enough risk reserves which accounted to 210 million in 2005 and took up 10% of the national total.
5、Sound operations. The selected organizations, governmental or non-governmental, have achieved very noticeable performances. The business incomes accounted up to 626 million yuan, 10.86% of the sector’s total.
According to the plan of the joint meeting of the guarantee organizations for the small and medium sized enterprises, the 30 most influential organizations will be selected over 3 years since 2005. The aim is to display the image of the sector and promote its healthy development. The 20 selected organizations will act as the model of the sector. They will face the supervision from the society and the sector while carrying out its due obligations. We are sure that with the joint effort from the government and the sector, the guarantee sector will see a flourishing future.
