I. What benefits can import and export enterprises get after establishment of the direct entry system?
For the export enterprise with direct entry qualification, it may conduct custom clearance procedures in the custom of the applying place with relevant port clearance after the cargos are checked qualified by the inspection and quarantine organ of the manufacturing place without the secondary declaration at port and the secondary inspection by the port inspection and quarantine organ previously. For the import enterprise, it no longer has to conduct port inspection and quarantine. The cargos may be directly shipped to destination and conducted with inspection and quarantine by the inspection and quarantine organ of the destination, that is to say, after establishment of the direct entry system for entry and exit products, for the cargos no longer have to conduct unloading for inspection at port, the enterprises may get at least the following two benefits: the first is to reduce corresponding port waiting and container unloading expenses and largely cut relevant port custom clearance costs; the second is to correspondingly decrease the cargo waiting time in port and greatly improve the custom clearance efficiency, making the export cargo shipment term and import cargo arrival time more controllable.

II. Which enterprise may apply for such direct entry system?
According to No. 28 Declaration of AQAIQ in 2008, all enterprises meeting the following conditions may apply for direct entry system: the first is the enterprise shall strictly observe relevant laws and codes on import inspection and quarantine and have no administrative penalty record in recent two years; the second is the A-category enterprise on inspection and quarantine credible management or the I-level enterprise in category management; the third is the enterprise has annual imports and exports over 1.5 million U.S. dollars; the fourth is the enterprise has adopted the HACCP or ISO9000 Quality Control System and obtained the quality system conformity certificate issued by relevant authorities; the fifth is the export enterprise has effective control ability for product quality safety and its products have stable qualities. The qualification rate of annual batch inspection and quarantine conducted by relevant inspection and quarantine organs is not lower than 99%, and the enterprise has no any goods return, compensation claim or other accident owing to product quality within 1 year.

III. Which cargo may apply to the direct entry qualification at present?
AQSIQ has made clear definitions on imported and exported cargos applying for direct entry qualification. The enterprise may apply for direct entry qualification for those cargos which are not listed on the List of Cargos Prohibited of Direct Entry System, not from epidemic disease regions, directly transported to destination with original container and beyond the scope that AQSIQ requires inspection and treatment at port.
The enterprise may apply for direct entry system for the cargos which are within the List of Cargos Enjoying Direct Entry System and have no any of the following conditions: bulk cargos, cargos requiring packing replacement at port, bath shipment or reassembly, export materials for aid and cargos purchased on market, cargos having to provide inspection and quarantine certificate at port according to bilateral agreement or relevant requirements of import countries and regions, and other cargos AQSIQ prohibits direct entry.

The above List of Cargos Enjoying Direct Entry System and List of Cargos Prohibited of Direct Entry System shall be prepared and dynamically adjusted by AQSIQ in principle of risk analysis and scientific management. At present, there are 2623 kinds of legal inspection and quarantine cargos listed on the "List of Cargos Enjoying Direct Entry System" and 1894 kinds on the List of Cargos Prohibited of Direct Entry System.

IV. How do enterprises apply for direct entry? How long does the direct entry qualification require? What about relevant expenses?
Taking Shenzhen as an example, a Shenzhen enterprise meeting relevant direct entry conditions may fill in the Direct Entry Application Form, provide relevant evidence materials and file an application to local inspection and quarantine branch. The local inspection and quarantine organ will conduct preliminary auditing, then submit it to Shenzhen Inspection and Quarantine Bureau for approval, and finally submit it to AQSIQ for filing and publication.
