Registration of Entry-Exit Inspection and Quarantine Declarer
1. Licensing Conditions:
i. The applicant must be 18 years old and above, with full capacity for civil conduct.
ii. The applicant should be of sound morality.
iii. The applicant should at least have the educational background of senior high school or specialized secondary school.
iv. The applicant has passed the national unified examination for qualification of inspection declarer, and obtained the “Qualification Certificate for Inspection Declarer” (see Annex 1 for information concerning the national unified examination for qualification of inspection declarer).
v. The applicant is employed in the enterprise that is registered with the inspection and quarantine authority and has obtained the code of inspection declaration enterprise (including inspection declaration agency or self-serving inspection declaration enterprise).
vi. Application should be filed by the inspection declaration enterprise to the inspection and quarantine authority at the place of registration.

4. Licensing Procedures
i. The applicant enters the website www.eciq.cn (China electronic inspection and quarantine business network), fills in the column of inspection declarer registration application (for enterprise user) and submits the registration application of inspection declarer before printing the “Application Form for Registration of Inspection Declarer”;
ii. The applicant submits the “Application Form for Registration of Inspection Declarer” and the related materials to Shanghai Inspection and Quarantine Bureau at the location of acceptance.

iv. After accepting the application, SHCIQ shall examine the application materials thoroughly according to the regulation, and decide whether to approve licensing or not within 20 working days since the date of acceptance. If approved, the Qualification Certificate for Inspection Declarer shall be issued to the applicant; if not, the decision for non-approval shall be issued to the applicant, and reasons shall be given in writing.
