"Inward Settling Passengers" refers to the overseas Chinese, Taiwan compatriot, Hong Kong and Macao compatriot and foreign nationality passengers who hold the return for settlement certification issued by the competent authorities of the People's Republic of China.

Inward passengers approved to settle down carrying personal articles and vehicles owned and used abroad, shall apply to the competent Customs in the settling place only once with the return for settlement certification issued by the competent authorities of the People's Republic of China within 3 months after approval. Articles for personal use in the attached appendix I "Bill of the Dutiable Personal and Household Commodities for Returning for Settlement Passengers" shall be released subject to payment of Customs duties. The others within the limitation of the reasonable quantity for personal use are approved to import free of duty after the Customs examination and verification, among which every category with the duty-paying value more than RMB1,000 less than RMB 5,000 (including RMB5,000) is limited to one piece. Every family is granted to import one motorcar and one motorcycle for personal use with the payment of the required duties.
