Announcement No.18 of 2010 Concerning Temporary Exemption of Export Licensing Ma

According to No.125 Announcement of 2009 jointly issued by the Ministry of Commerce and the General Administration of Customs, from January 1st 2010, the brucite ( HS code: 2530909991) and mixture (HS code: 3824909200)  containing more than 70% of magnesium oxide by weight shall be under export licensing management.

Considering that some enterprises have signed export contract before the adjustment of export policy, the announcement is formulated as follows for the purpose of reducing enterprises' lost and guarantying smooth transition of policy adjustment.

Enterprises who have signed the aforementioned commodity export contract before December 31st 2009 with the implementation period from January 1st 2010 to June 30, can take contract original to the enterprises' local provincial authorities for record filing. Then the enterprises shall carry record filing document to the customs to make declaration for export, and the export license for the enterprises and commodities which have made a record filing before June 30, 2010 will be avoided from auditing by the customs.

From July 1st 2010, the export quota bidding management on the upward commodities will be resumed. Enterprises conforming to the relevant quality standard ( to be formulated in other announcement) can participate in the second round of export quota bidding on caustic calcined (dead burned) magnesite and get the export license for export declaration after winning the bidding.
