MIIT Released Entry Criteria for Dyeing & Viscose Fiber Industry

To regulate the industry structure adjustment and implement the energy-saving & emission-reducing strategy, the Ministry of Industry and Information Technology recently released the Entry Criteria for Dyeing & Printing Industry (2010 Version) and Entry Criteria for Viscose Fiber Industry.

According to the Dept. of Consumer Goods of MIIT, energy-saving & emission-reducing and closing-down backward production facilities were the major tasks of the Invigorating Plan for Textile Industry, as well as the upgrading direction of this industry. That was why the MIIT released such criteria for the related sectors.

The 2010 Version of Entry Criteria for Dyeing & Printing Industry had some higher conditions comparing to the 2008 version, as the technology development of energy-saving & emission-reducing. The revised version comprised eight aspects including the production layout, requirement for technique and equipment, quality & management, resource consumption, environment protection and utilization, safety production and social responsibility, supervision, and attachments.

Regarding the viscose fiber industry, the official of MIIT said that the output of this product had accounted for more than 50% of world total production. But the raw material was substantially dependent on import. And the wastewater, exhaust gas and waste solid (three-waste) coming from the production of viscose fiber made huge pressure on local environment. The Entry Criteria made requirements on the mill layout, technique and equipment, energy consumption, three-waste indicators, quality and management, occupational safety and social responsibility, and supervision.
