The General Administration of Customs of the P. R. China (GACC) has deliberated and adopted on October 14, 2010, through its administrative conference, the Measures of the Customs of the People's Republic of China on Classified Management of Enterprises, which is hereby promulgated and to take effect as of January 1, 2011.

Measures of the Customs of the People's Republic of China on Classified Management of Enterprises
Chapter I General Provisions
Chapter I General Provisions
Article 1 These Measures are enacted according to the Customs Law of the People's Republic of China and other relevant laws and administrative regulations, for the purpose of encouraging enterprises to abide by law and be self-disciplined, enhancing the efficiency of Customs administration, and securing the safety and convenience of import and export trade.
Article 2 These Measures shall be applied to classified management of consignees and consigners concerning imported/exported goods and that of customs brokerage enterprises, all of which have been registered with China Customs authorities.
The classified management on other types of enterprises shall be otherwise regulated by the General Administration of Customs of China.
Article 3 According to enterprises' performances in abiding by laws, administrative regulations, customs rules, and relevant provisions on honest and clean administration, to their business management situations, and to Customs supervision and statistical records and so on, the Customs authorities may establish five management classes of AA, A, B, C and D to assess and classify relevant enterprises and may publicize the management classes over enterprises.
Article 4 The General Administration of Customs may,on the principle of law-abidance and convenience, work out corresponding differential management measures for the enterprises under different management classes. Therein, enterprises under the class AA or A may be applied to corresponding convenient measures for customs clearance, enterprises under the class B may be applied to common management measures, and enterprises under the class C or D shall be applied to rigorous regulatory measures.
All Customs authorities across China shall practice uniform enterprise classification standards, procedures, and management measures.
Customs authorities may strengthen cooperation with enterprises, regularly conducting information exchange and business contacts with enterprises.
Article 5 The General Administration of Customs may guide and supervise the classified management of enterprises; and the Customs authorities directly under the General Administration of Customs of China (referred to as the GACC below) may be responsible for examining, approving and adjusting the management classes applied to enterprises within their respective jurisdictions.
