GACC Announcement 22, 2011 on Tax-Free Purchase in Hainan Island

Announcement No. 22, 2011 of the General Administration of Customs of the P. R. China (GACC)

The General Administration of Customs of China (GACC) released on March 23, 2011 the Provisional Measures of the Customs of the P. R. China on Supervision of Tax-Free Commodity Purchase by Passengers Exiting from Hainan Province (in the GACC Announcement No. 20, 2011).

The Provisional Measures provide that the Customs may, based on lawful duty-paid value of commodities, levy tax on tax-free commodities purchased at more than CNY 5,000 per unit in Hainan island by any passenger exiting therefrom.

According to the GACC Announcement No. 25, 2007, regarding the aforesaid purchase at over CNY 5,000 per unit, the Customs may levy tax based on the duty-paid value in the form of retail commodity price set by any tax-free shop there.
