GACC's Special Safeguard over Agric. Imports from New Zealand

Announcement No. 27, 2011 of the General Administration of Customs of China (GACC)

According to the China-New Zealand Free Trade Agreement (hereinafter referred to as the Agreement), China takes special safeguard measures against the agricultural products originating in New Zealand under eleven HS Codes.

On April 25, 2011, the General Administration of Customs of China (GACC) announced on its official website (www.customs.gov.cn) that import quantity of butter and other fats/oils (HS Codes 04051000 and 04059000) from New Zealand had approached the trigger level for special safeguard measures of 2011.

Till April 29, 2011, there were 11,075.38 tons of such agricultural products having been imported into China, exceeding 2011's trigger level of 10,882 tons for special safeguards.

Therefore, from April 30, 2011, China levies import tariffs at the Most Favored Nation (MFN) rates on aforementioned agricultural products under the Agreement. The tariff rates and other issues on those in transit should comply with the provisions of GACC's Announcement No. 91, 2008.
