GACC Announcement 35, 2011 on Origin Criteria for HK & Macao

Announcement No. 35, 2011 of the General Administration of Customs of China (GACC)

As per Closer Economic Partnership Arrangements (CEPA) and related supplemental agreements between Chinese mainland and Hong Kong (HK) and Macao regions respectively, China's General Administration of Customs has formulated "Origin Criteria List for Added Hong Kong's Goods Enjoying Zero Tariff from July 1, 2011" (hereinafter as "Hong Kong Criteria List", see Annex 1) and "Origin Criteria List for Added Macao's Goods Enjoying Zero Tariff from July 1, 2011" (hereinafter as "Macao Criteria List", see Annex 2), together with modification of some origin criteria for Hong Kong's goods enjoying preferential trade treatment (see Annex 3).

Related matters are announced as follows:

1. The Hong Kong Criteria List and the Macao Criteria List, both using simplified names of goods, shall come into force as of July 1, 2011; and their scopes are in line with the goods under corresponding HS Codes in 2011's Customs Import & Export Tariffs of the People's Republic of China.

2. Modification on origin criteria have been made for frozen orange juice (HS Code 2009.1100), non-frozen orange juice with Brix NO more than 20 (HS Code 2009.1200), grapefruit (including shaddock) juice with Brix NO more than 20 (HS Code 2009.2100 ), and mixed fruit juice (HS Code 2009.9010), all of which are listed in the "Origin Criteria List for Hong Kong's Goods Enjoying Preferential Trade Treatment" annexed to GACC Announcement No. 79, 2006.

The modified origin criteria (see Annex 3) are to be put into practice from July 1, 2011.
