According to the Regulations on Anti-dumping of the People's Republic of China (hereinafter referred to as "the Regulations"), the Ministry of Commerce (hereinafter referred to as "the investigating authority") released its announcement on December 23, 2010, deciding to initiate an anti-dumping investigation against photographic paper and paper board (hereinafter referred to as "the investigated products") imports originated from the EU, the US and Japan. The investigated products are listed under Tariff No. 37031010, 37032010 and 37039010 in Customs Tariff of Import and Export of the People's Republic of China.
The investigating authority has investigated into the existence of dumping and the dumping margin, the injury to China's photographic paper and paper board industry and its extent, and the causal link between the dumping and injury. According to the investigation result and Article 24 of the Regulations, the investigating authority has made a preliminary ruling, and announces the following:
1. Preliminary ruling
The investigating authority made a preliminary ruling that dumping exists in photographic paper and paper board imports from the EU, the US and Japan during the period of investigation, and has caused material injury to China's photographic paper and paper board industry, and there is a causal link between the dumping and the material injury.
2. The collection of deposits
According to Article 28 and Article 29 of the Regulations, the investigating authority decided to take provisional anti-dumping measures in the form of deposits. Importers of such products originated from the EU, the US and Japan should pay, starting from August 10, 2011, deposits at the Chinese Customs in accordance with the dumping margins of different companies as specified in the said ruling.
Scope of Investigation: Photographic paper and paper board originated from the EU, the US and Japan

Margin deposits levied on each company:
Companies of the EU:
1.Kodak Limited 26.8%
2.FUJIFILM Manufacturing Europe B.V. 17.6%
3.All Others 26.8%
Companies of the US:
1. FUJIFILM Manufacturing U.S.A., Inc. 18.2%
2. All others 28.8%
Companies of Japan: 28.8%
3. Calculation method of deposits
Importers of such products originated from the EU, the US and Japan should place, starting from August 10, 2011, deposits at the Chinese Customs in accordance with the dumping margin of the company as specified in the preliminary ruling. The deposits will be calculated based on the dutiable value determined by the Chinese Customs using the ad valorem method. The formula:Anti-dumping deposits = (dutiable value * rate of anti-dumping deposits)*(1+ import VAT rate)
4. Comments
The relevant interested parties may submit written comments, with supporting evidence, to the investigating authority for consideration within 20 days from the date on which this announcement is issued.
