GACC Announcement 66, 2011 on Origin Certificates for Indonesian Goods

Announcement No. 66, 2011 of the General Administration of Customs of China (GACC)

Indonesia government has finished its domestic procedures relating to the second protocol of the Framework Agreement on Comprehensive Economic Cooperation between the P. R. China and the ASEAN, which shall take effect from October 3, 2011.

Hereby announced are matters with the application of the GACC Decree No. 199 regulations to imports from Indonesia under China-ASEAN Free Trade Agreement:

1. From October 3, 2011 till February 2, 2012, with regards declared import goods originating in Indonesia, the importers or import agents may undertake import formalities either based on the Certificates of Origin made as per the GACC Announcement No. 81, 2003 by Indonesian certifying authorities before October 3, 2011 (old-version certificates) or on the Certificates of Origin made as per the GACC Decree No. 199 by Indonesian certifying authorities as from October 3, 2011 (new-version certificates).

2. As from February 3, 2012, conventional tariffs under China-ASEAN Free Trade Agreement shall not apply to any imports declared upon the aforesaid old-version certificates of origin.

3. As from the release date of this Announcement, annulment shall apply to the regulations under the Article 3 of GACC Announcement No. 19, 2011 on certificates of origin related to imports from Indonesia.
