Announcement No. 73, 2011 of the General Administration of Customs of China (GACC)

In order to simplify customs formalities for retired diplomatic staff from China's embassies/consulates abroad to easily domestically use their personal vehicles imported with their return, hereby announced is the revised Article 5 of the GACC Announcement No. 41, 2005:

Any tax-free personal vehicles imported by the returned staff are subject to China Customs supervision, whose period shall last three (3) years from the date of release by the customs.

Within the period of supervision, the imported vehicles shall be prohibited from arbitrary transfer, sale or other types of disposal.

Where needing to transfer, sell or dispose the vehicles, the returned staff shall first gain approval from the customs in charge and then make written application to the customs based on their own Identity Cards and Motor Vehicle Licenses.

After examination of the application and levy of unpaid taxes on the vehicles, the customs in charge shall issue the Customs Certificate of the P. R. China for Termination of Customs Supervision on Imported Motor Vehicles (see Annex 7) for the applicants to engage in formalities with China's traffic management departments.

No change is made to other contents of the GACC Announcement No. 41, 2005.

This Announcement shall come into force from the date of its issuance; and relevant regulations herein shall also apply to the customs supervision period over such vehicles imported before the implementation of this Announcement.
