China Issues 2012 Catalog of Imp./Exp.-Restricted Toxic Chemicals

According to China's Regulations on Environmental Management over First Imports of Chemicals and Imports & Exports of Toxic Chemicals (HuanGuan [1994] No. 140), the adjustment of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, and that of China's tariffs and HS codes:

The Ministry of Environmental Protection of China (MEP) and the General Administration of Customs of China (GACC) have jointly released the Announcement No. 91 of 2011, providing the Catalog of Toxic Chemicals Strictly Restricted in Imports and Exports (2012 version), which shall take effect from January 1, 2012.

According to the Announcement, regarding the imports or exports of toxic chemicals therein, relevant operators shall apply to the MEP for the Registration Certificates for Environmental Management on Toxic Chemical Imports and the Notice of Release from Environmental Management on Toxic Chemical Imports (or Exports).

This Announcement shall prevail over the Announcement No. 101 of 2010 issued jointly by the MEP and the GACC.
