GACC Announcement No. 44, 2012 on Use of 2010's Imports

By the General Administration of Customs of China (GACC)


In accordance with China's overall scheme on input-output investigation, the GACC hereby decides to conduct investigation into usage of the goods imported in 2010.

Relevant matters are announced below:

1. Investigation Purpose:

To understand the value ratio of domestic usage of those imported goods.

2. Investigation Scope:

Goods imported in 2010 as per China Customs statistics.

3. Questionnaire and its Contents:

See the Annex 1 herein.

4. Investigation Methods:

Combination of complete investigation, key-point investigation, and typical investigation, accompanied by data collection methods such as reference to administrative records, questionnaire online, and visit to enterprises.

A web-based questionnaire answering system: "Online System for Investigation on Usage of Imported Goods" at http://www.haiguan.info

The Annex 2 herein provides a list of enterprises answering the questionnaire online.

Enterprises under typical investigation may be determined by local first-tier customs.

5. Investigation Requirements:

Enterprise participants shall take active cooperation with customs as by answering and submitting questionnaire in a truthful timely way.

Where being involved in statistical falsification or concealment, the investigated enterprises may be subjected to penalty as per China's law on statistics.

6. Confidentiality:

The customs shall keep secret their investigatory information on enterprises.

7. Incentives:

The enterprise participants can enjoy favorable ratings and customs clearance preferences as active cooperators with the customs;

The enterprise participants can free download customs statistics specific for themselves by using the Online System For Investigation aforesaid;

The enterprise participants can enjoy membership of www.haiguan.info for certain period.

8. Technical Support:

Local customs departments of statistics may give instruction to the online questionnaire answering by the enterprises under their jurisdiction.

9. Schedule:

From October 8, 2012, China Customs shall launch the Online System For Investigation aforesaid;

By October 20, 2012, local customs may hold explanation sessions for the enterprise participants, issuing relevant investigatory directives;

By November 20, 2012, the enterprise participants shall complete their questionnaire answering online;

By March 31, 2013, the GACC shall complete its summary for the investigation.
