ZhiJianDongHan (2012) No. 108 by China General Administration of Quality Supervision, Inspection & Quarantine (AQSIQ)

To local administrations of quality supervision, inspection and quarantine:

Whereas China administrations of inspection and quarantine have since 2011 frequently captured quarantine pests from the fruits importing from the Philippines, the AQSIQ hereby issues the requirements regarding intensification of the inspection and quarantine over the Philippine fruits, as follows:

1. The local administrations shall conduct assessment of inspection-quarantine risks over the Philippine fruits and conduct stricter and more careful inspection and quarantine efforts, for example, by taking more unpacking and spot checks;

In the event of finding any live pests or damages such as black spots or rot, their samples shall be subjected to tests in laboratories, during which the goods involved shall not be released;

Where any quarantine pests are confirmed therein, the goods involved shall be quarantined, returned or destroyed as regulated.

2. The local administrations shall, in accordance with AQSIQ Plan of 2012 on Foods & Feeds Safety Monitoring, monitor the safety risk of importing Philippine fruits; in the event of detection of incompliance with China national food-safety standard, the goods involved shall be returned or destroyed.

3. In the event of finding any problems with the inspection and quarantine, the local administrations shall timely report to the AQSIQ Department of Animals & Plants so as for the AQSIQ to notify the Philippine authority and to further its assessment over the inspection-quarantine risks herein.
