GACC Announcement No. 2, 2013 on Deep-Processing Transfer Management System

By the General Administration of Customs of China (GACC)
To standardize the administration on processing trade transfer for deep processing business, China Customs has optimized the electronic management system on deep-processing transfer and the GACC hereby decides to popularize the management system across China.
Relevant matters are hereby announced:
Enterprises involved shall declare the transfer-related data to the customs by using the Deep-Processing Transfer Pre-entry System or a standard data interface; the enterprises may apply for installation of the Pre-entry System so as to enter or import relevant data to declare.
As of June 1, 2013, enterprises involved shall use the Deeping-Processing Transfer Management System to undertake the transfer business within local first-tier customs districts.
As of October 1, 2013, enterprises involved shall use the Deeping-Processing Transfer Management System to undertake the transfer business across customs districts.
