MOFCOM-GACC Announcement No. 2, 2013 on Auto Import License Inspection System

China Ministry of Commerce (MOFCOM) and General Administration of Customs (GACC) have jointly decided to run a Web-based Inspection System for Automatic Import Licenses from January 15, 2013 across nationwide commercial certifying agencies and customs authorities.

Relevant matters are hereby announced:

January-June 2013 is the trial operation period for the web-based inspection system herein: on January 15, the trial operation will start for non-electromechanical products (with 7, V as customs supervisory certificate codes); and on February 1, the trial operation will start for electromechanical products (with 0 as customs supervisory certificate code).

Application for automatic import licenses and declaration to customs shall still resort to current regulations.

The customs shall examine both paper-made automatic import licenses and their electronic data issued by commerce administrations to the import declarers.

The MOFCOM's Quota & License Administrative Bureau and China E-Port Data Center serve as the technical supporters for the web-based inspection system herein.
