GACC Announcement No. 4, 2013 on Special Safeguard agst. New Zealand Agricultural Products

By the General Administration of Customs of China (GACC)

In accordance with China-New Zealand Free Trade Agreement, China conducts special safeguard measures against 11 HS Codes-covered agricultural products from New Zealand.

On January 24, 2013, the GACC announced over www.customs.gov.cn that the import quantity of solid and concentrated non-solid milk and cream (HS Codes 04021000, 04022100, 04022900 and 04029100) from New Zealand, which are under the Chinese special safeguard, has approached the safeguard triggering criterion of 2013;

Till January 28, 2013, the import quantity of the products aforesaid has reached 75,367.401 tons, exceeding the 2013 triggering criterion of 71,060.895 tons.

Therefore, as of January 29, 2013, China may levy import duties at Most Favored Nation rates on the agricultural products herein from New Zealand.

As regards the imports in transit, the duty application may resort to GACC Announcement No. 91 of 2008.
