GACC Announcement No. 13, 2013 on China-Singapore AEO Recognition

In June 2012, the General Administration of Customs of China (GACC) and Singapore Customs jointly signed an Arrangement for Mutual Recognition of China Customs Measures on Enterprise Classification and Singapore Program on Secure Trade Partnership (STP).

The GACC hereby decides to conduct from March 15, 2013 a full implementation of the Arrangement for Mutual Recognition.

1. As of March 15, 2013, China Customs recognize the STP-Plus enterprises certified by Singapore Customs as Singaporean "Authorized Economic Operators" (AEOs) while Singapore Customs recognize the Class AA enterprises certified by China Customs as Chinese AEOs.

2. China Customs and Singapore Customs mutually grant facilitations in customs clearance to the imports from their opposite AEOs as below:

Mutually, giving inspection at lower proportion for faster clearance; giving priority to the required inspection and priority to the clearance processing; and trying to expedite the clearance in case of any interrupt of international trade.

3. The facilitations provided by Singapore Customs may embrace the direct exports to Singapore in the name of Chinese AA enterprises classified by China Customs.

The Class AA enterprises must offer their rated grades and 10-digit customs-registered codes to Singaporean importers for them to enter the Chinese AEO codes into Singapore Customs’ TradeNet declaration system; thus, the Chinese exporters may be identified as AEOs to enjoy the clearance facilitations.

A Chinese AEO code comprises "AEO", "CN" and a 10-digit customs-registered code.

4. The facilitations provided by China Customs may embrace the direct exports to China in the name of Singaporean STP-Plus enterprises.

Upon their declaration for imports from Singaporean STP-Plus firms, Chinese importers must provide uniform Singaporean AEO codes in the Remark of their import declaration forms so as for Chinese declaration system to identify the STP-Plus firms as AEOs.

The format shall be "AEO (in English half-width capital)" + "<" + "SG" + "12-digit AEO code" + ">", for example, "AEO<SG123456789012>" if a STP-Plus firm has the code 123456789012.
