GACC Announcement No.28, 2013 on Origin Criteria for Hong Kong/Macao Goods Duty-Free

In accordance with China's Mainland-Hong Kong and Mainland-Macao Closer Economic Partnership Arrangements (CEPA), the GACC has formulated the Origin Criteria for Hong Kong Goods Added under Mainland Zero Duty from July 1, 2013 (hereinafter as Hong Kong Origin Criteria in Annex 1 hereto) and the Origin Criteria for Macao Goods Added under Mainland Zero Duty from July 1, 2013 (hereinafter as Macao Origin Criteria in Annex 2 hereto), and also revised the Origin Criteria for Some Hong Kong Goods under Mainland Trade Preferences (see Annex 3 hereto).

Relevant Matters are hereby announced:

1. The Hong Kong Origin Criteria and the Macao Origin Criteria, both of which shall enter into force on July 1, 2013, contain simplified description of goods that are consistent with those under relevant HS Codes listed in China Import & Export Tariff Schedule of 2013.

2. Revision is made to the origin criteria for "natural or cultured pearl products" (HS Code 71161000) listed in the Origin Criteria of 2012 for Hong Kong Goods under Mainland Trade Preferences, which is the Annex 1 of GACC Announcement No. 82 of 2011; the revised criteria (see Annex 3 hereto) shall enter into force on July 1, 2013.
