GACC Announcement No.52, 2013 on Paperless Declaration Certificates

To promote the paperless customs-clearance practice, the GACC and the State Administration of Foreign Exchange have made the following decision:

As of September 16, 2013, regarding the Class-A trading enterprises identified by local foreign-exchange administrations, the customs authorities shall not provide them paper foreign-exchange transaction certificates for paper declaration forms.

Where paper declaration forms are required, the Class-A enterprises may print the certificates (for export/import receipt and payment uses) in normal A4-type paper through China E-port and stamp official seals on them.

Regarding the Class B and Class C enterprises identified thereby, the customs authorities may still provide them such paper certificates aforesaid.
