GACC Announcement No.57, 2013 on Investigating Import Goods Use Directions

The General Administration of Customs has decided to continue the investigation into the directions of use regarding the goods imported in 2012 on the basis of last-year pilot operation.
Relevant matters are hereby announced:
1. Investigation Purpose
To understand the value proportion of domestic use directions of the imported goods.
2. Investigation Scope
The imported goods in 2012 from foreign-trade statistics.
3. Questionnaire Form and Contents
See the Annex 1 hereto.
4. Investigation Method
The customs will conduct key-point investigation on the goods imported through non-processing trade or by logistical enterprises; the enterprises involved shall fill out questionnaire over the web; where necessary, the customs will take typical investigation by way of phone call and visiting.
Web questionnaire filling system address: "Web-based Investigation System on Use Directions of 2012-Imported Goods" on http://www.haiguan.info or http://tiva.haiguan.info。
The participant enterprises are listed in the Annex 2 hereto.
The enterprises involved in the typical investigation are to be determined by local first-tier customs.
5. Investigation Requirements
As the investigation on the use directions of imported goods is a key component of state input-output investigation, the participant enterprises shall actively cooperate with the customs authorities by submitting completed questionnaire in an honest and timely manner. Any deliberate false declaration or concealment of statistics by the investigated parties shall be punished in accordance with China Statistics Law and Regulations.
The accountants and statisticians of the participant firms are required to attend relevant illustration meetings held by local customs.
6. Confidentiality
The customs shall keep confidential the investigated information of business level.
7. Incentives for the Participants
(1) To obtain some potential preferences with respect to enterprise rating and customs-clearance facilitation;
(2) To free download customs statistics relating to their business from the web questionnaire system;
(3) To enjoy 3-month membership of www.haiguan.info to inquire customs statistics.
8. Technical Support
Local customs' statisticians shall give instructions to local enterprises about questionnaire filling.
9. Timing
On November 1, 2013, the web questionnaire system shall be formally launched;
Before November 15, 2013, the illustration meetings shall be held locally;
Before November 30, 2013, the participants shall finish the questionnaire filling;
Before December 31, 2013, the GACC shall finish the investigation summary.
