China Regulates Vessel Import Tax Policies (CaiGuanShui [2014] No.5 Notice)

To the General Administration of Customs of China:

In view of the fact that, in recent months, some regional administrations registered import vessels under bond through bonded ports without relevant approval by the State Council, hereby announced is the regulation on the taxation concerning vessel imports:

The bonded import applied to such customs supervision zones as the bonded ports is not applicable to the inbound vessels that cannot really enter those zones. Therefore, except the vessels eligible for the import taxation policies on Chinese-invested "flag-of-convenience" vessels, any other inbound vessels registered within the customs supervision zones shall be subjected to normal customs-declaration procedures and current taxation policies including payment of import duties and value-added tax.
