MOF Announcement No.8, 2015 (on Hainan Island Exit Tourist Duty-Free Purchase Adjustment)

Upon State Council approval, the Ministry of Finance (MOF), along with other relevant Ministries, has decided to adjust some items of the policy for duty-free purchases by the tourists exiting from Hainan Island by air. Relevant matters are hereby announced:
1. Content Adjustment
(1) Adding new varieties to the duty-free coverage, including 17 consumer goods such as retail-packaged infant formula powder, coffee, healthcare food, household air cleaner, and household medical device (see Annex 1).
(2) Relaxing the limit on once purchase quantity of 10 popular commodities as perfume, cosmetics, wrist watch, apparel, and small leather products (see Annex 2).
2. Besides, other duty-free contents will still be subject to relevant MOF Announcements No. 73 of 2012 and No. 14 of 2011. The duty-free commodities must compliant with the regulations on inspection and quarantine, Chinese labels, compulsory certification, hygiene license, quality and safety.
This Announcement shall enter into effect on March 20, 2015.
