GACC Announcement No.8, 2015 (on China-Switzerland FTA's Third-Party Transit Certificate )

Hereby announced are the matters concerning the "certificates issued by the Customs of other countries/regions or other certificates recognized by the Customs" provided by Paragraph (2), Article 17 in China Customs Measures For Origin Administration Under China-Switzerland Free Trade Agreement (FTA) (in GACC Decree No.223):

1. The inbound goods only by air

Through airway certificates issued by airlines or international express services for the coverage from Switzerland Customs territory to China may be regarded as third-party transit certificates that meet the "direct transport" requirement.

2. The inbound goods by other means of transport

1) The goods from Swiss Customs "Certified Exporters"
(1) The goods not transited via EU countries. The original of the Origin Statement issued by the "Certified Exporters" contains transport routes and export declaration numbers and are consistent with the copies with China Customs, and thus can be regarded as the third-party transit certificate that meets the "direct transport" requirement.

(2) The goods transited via EU countries. The aforesaid Origin Statement original containing transport routes and export declaration numbers, and transiting EU Customs-issued common transit T1 supervisory document copies (its English version as annexed), shall be submitted together, which may be regarded as the third-party transit certificates that meet the "direct transport" requirement.

2) The goods exported by non-Certified Exporters from Swiss Customs territory. The certificates issued by transiting Customs authorities may be regarded as the third-party transit certificates that meet the "direct transport" requirement.


This Announcement shall enter into force on April 1, 2015.
