AQSIQ Announcement No.39, 2015 (on Standards of Export-to-Egypt Industrial Products )

Upon Egyptian requirements, from 1 January 2015, Chinese industrial products exporting to Egypt must comply with Egyptian compulsory standards (ES Standard). After bilateral consultation, Egypt has agreed to postpone the effective date to 1 April 2015. Hereby announced are relevant suggestions made by AQSIQ for enterprise reference.
1. Direct adoption of Egyptian compulsory standards. The Egyptian authority has given us the texts of the standards in Arabic and we have translated 69 standards thereof into Chinese (see Annex 1).
2. Equivalent adoption of ISO standards and IEC standards. Egypt has 221 compulsory standards corresponding to international standards. We have made a list of the Egyptian standards equivalent to ISO/IEC standards (see Annex 2).
3. Adoption of international standards. Regarding the products uncovered by Egyptian standards, the Egyptian authority has recognized six international standards i.e. ISO, IEC, EN, ANSI, ASTM and JIS. Therein, Egypt's Ministry of Electric Power is adopting 44 standards under the IEC. Annex 3 hereto is the list of correspondence between Egypt-adopted IEC standards and China's GB standards.
4. Provision of Egyptian standards by the importer. Without source from the Egyptian authority, Chinese exporters can request Egyptian importers to provide relevant standards. Part of Egyptian standards is available from our site http://jyjgs.aqsiq.gov.cn/index.htm.
5. Do NOT export any products without applicable standards. Such products are considered unacceptable in quality by the Egyptian authority, so their export is risky and any loss therefrom will be borne by the exporter. The exporter should confirm with the importer in advance.
6. Quality monitoring for the export products. The exporters should make examination and assessment as per the aforesaid norms and submit qualified test reports to local inspection-quarantine agencies. Local inspection-quarantine agencies may conduct sample tests on the basis of risk analysis and classification. The sample tests may be reduced for the exporters based in Export Products Demonstration Area.
