On April 28, 2015, a State Council meeting decided to conduct pilot reductions in import duties on some of popular consumer goods from abroad. Therefore, from June 1, 2015, China will cut down the duty rates, by more than 50% on average, for some consumer goods including Western-style clothes, boots, skin-care products, and paper diapers.

In the adjustment, the duties on Western-style clothes and fur garment will be lowered from 14%-23% to 7%-10%; the duties on ankle boots and sports shoes will be lowered from 22%-24% to 12%; that of paper diapers lowered from 7.5% to 2%; that of skin-care products lowered from 5% to 2%. Till now, China has put lower duties on many kinds of consumer goods like apparel, shoes, skin-care products, infant formula, cooking utensils, dinnerware, and spectacles glass.

Expanding domestic consumer demand is an important measure to keep steady growth with structural adjustment. Due to stronger consumption intention, Chinese people often largely buy clothing, footwear, skin-care products and paper diapers at abroad. So the duty reduction will be conducive to a reasonable increase in imports, domestic consumption upgrade in individuation and diversification, and thus to employment increase, people's livelihood improvement, and domestic industrial promotion.
