MOFCOM Notice No.47, 2015 (on UAV Automatic Import License Issue)

To local offices of electromechanical import and export:
In order to tighten the control of importing small-sized unmanned aerial vehicles ("UAV"), hereby announced are the requirements on issuing automatic import license for the UAVs:
1. UAV-related HS Code Adjustment
From July 1, 2015, China Customs has made adjustment to HS Codes regarding some of aircrafts:
1) Original 8802110000 for the helicopter with empty weight ≤2tons is split into two codes: (1) 8802110010 for unmanned helicopter with empty weight ≤2tons (under dual-use item export control); (2) 8802110090 for other helicopters with empty weight ≤2tons.
2) Original 8802200010 for UAVs (empty weight <2tons) is split into two codes: (1) 8802200011 for the UAV (empty weight <2tons) under dual-use item export control; (2) 8802200019 for other UAVs (empty weight <2tons).
Based on those adjustments, the UAVs under automatic import license include:
1. 8802110010: the UAVs with empty weight ≤2tons (under dual-use item export control);
2. 8802200011: the UAVs (empty weight <2tons) under dual-use item export control;
3. 8802200019: other UAVs (empty weight <2tons)
2. Tighter Control over UAV Import
Local offices should pay closer attention to UAV automatic import licensing by careful verification of importer applications involving:
1) Application report shall make clear an importer's general information and its purpose of importing any UAV;
2) An importer's business license, person in charge, and contact modes;
3) The desired import specification, model and quantity shall be consistent with relevant trade contract;
4) Where the UAVs are imported for domestic sale, relevant contract for domestic trade shall be submitted along with the buyer's business license, ID and contact information.
Only upon the accuracy of the above-mentioned documents and information, a UAV automatic import license may be accorded to the applicant.
