GACC Announcement No.67, 2015 on Extending Market Purchase Mode of Trade in Tryout

In accordance with State Council Advice on the Promotion of Import/Export Growth (GuoBanFa [2015] No.55), the tryout of market purchase mode of trade has been extended to China Dieshiqiao International Home Textiles Mall located in Haimen City, Jiangsu Province and to Haining China Leather City located in Haining City, Zhejiang Province.
For the sound development of market purchase mode, as per GACC Announcement No.54 of 2014 on market purchase control, the customs control mode "Market Purchase" (code 1039) is hereby applied to the commodities purchased for export within China Dieshiqiao International Home Textiles Mall and within Haining China Leather City.
This Announcement will enter into force upon acceptance of market purchase authentication system and comprehensive market management system for Dieshiqiao International Home Textiles Mall and Haining China Leather City. And its specific effective date will be determined by Nanjing Customs and Hangzhou Customs.
Specific measures for the market purchase control will also be determined by Nanjing Customs and Hangzhou Customs.
After six months of formal implementation of "Market Purchase" (code 1039) control mode, the "Tourism Shopping" (0139) control mode will no longer be used in "Market Purchase" implementing regions.
