GACC Announcement No.4, 2016 on (Special Safeguard agst. New Zealand Milks & Creams under FTA)

In accordance with China-New Zealand Free Trade Agreement (FTA), China is keeping special safeguard measures against 12 HS Coded agricultural products from New Zealand. Till 19 January 2016, the import quantities of involved solid and concentrated non-solid milks and creams (HS Codes 04021000, 04022100, 04022900, 04029100) have reached 143,717 tons in total on declarations, which is more than the special-safeguard triggering norm for 2016.
Hence, as from 21 January 2016, China will levy import duties on New Zealand-originating solid and concentrated non-solid milks and creams at China’s most-favored-nation duty rates. Regarding such imports in transit, their duty applicability will still be subjected to GACC Announcement No. 91 of 2008.
