GACC-MOFCOM Announcement No.5, 2016 on (Automatic Import License Paperless Clearance)

The GACC and the MOFCOM (Ministry of Commerce) have jointly decided to promote paperless clearance regarding Automatic Import License across China on the basis of current trial operation by ten Customs Districts, relevant matters announced hereby:
1.As from 1 February 2016, customs clearance regarding Automatic Import License will be carried out in a paperless way across China. The effective scope will cover the goods (except crude oil and fuel oil) subjected to "one license for one consignment" regarding Automatic Import License, and each import declaration form shall correspond to only one Automatic Import License.
2.Where eligible and applicable, a firm may apply for an electronic form of Automatic Import License, by which it can make customs declaration in a paperless way to avoid submitting paper license; the Customs will verify such electronic license in an online mode, without endorsement on paper.
3.Where necessary, the paperless clearance may change to paper-based operation or be supplemented with paper license submission.
4.Other relevant matters may resort to the regulations in MOFCOM-GACC Decree No.26 of 2004, MOFCOM-GACC Announcement No.2 of 2013 and GACC Announcement No.25 of 2014.
