GACC Announcement No.29, 2016 on (Regional Clearance Integration for Customs-Controlled Areas & Bonded Logistics Centers (Model B))

In order to help foreign trade facilitation under bond, the GACC has decided to further regional integration of customs clearance for Special Customs-Controlled Areas and Bonded Logistics Centers (Model B), relevant matters as follow:

1. As regards inbound goods declared for regional clearance integration, the firms based in Special Customs-Controlled Areas and Bonded Logistics Centers (Model B) may choose to declare to local governing Customs or to entry-port Customs houses.
Declaration to local governing Customs may resort to Article 3 in GACC Announcement No. 47 of 2015.

As regards declaration to entry-port Customs houses, cargo inspection if necessary shall be conducted at the ports of entry; after finishing the declaration, the firms may transit their goods into Special Customs-Controlled Areas or Bonded Logistics Centers (Model B); local governing Customs shall refer to relevant Entry Registration or Import Declaration information for the control at checkpoints.

2. As regards outbound goods declared for regional clearance integration, the firms based in Special Customs-Controlled Areas and Bonded Logistics Centers (Model B) shall declare to local governing Customs; cargo inspection if necessary shall be conducted at the ports of exit; the firms may transit by themselves their goods to the ports of exit.

3. Other operations involved shall still be subject to GACC Announcement No. 47 of 2015.

This Announcement shall enter into force upon its issuance.
