GACC Announcement No.36, 2016 on (Bonded Control of Imports for Int’l Service Outsourcing Industry)

In accordance with State Council policies revealed by GuoFa [2014] No.67 and GuoHan [2016] No.40 files, the GACC has decided to promote the bonded control of import goods for international service outsourcing industry among service-trade innovation pilot areas and service-outsourcing demonstration cities, as follows:
1. On the basis of existing 21 service-outsourcing demonstration cities (Beijing, Tianjin, Shanghai, Chongqing, Guangzhou, Shenzhen, Wuhan, Dalian, Nanjing, Chengdu, Jinan, Xi’an, Harbin, Hangzhou, Hefei, Changsha, Nanchang, Suzhou, Daqing, Wuxi, Xiamen), the bonded control of import goods herein will be conducted in 4 service-trade innovation pilot areas and 10 added service-outsourcing demonstration cities, respectively including Hainan Province, Gui’an New Area of Guizhou Province, Xixian New Area of Shaanxi Province, and Pingtan Comprehensive Experimental Area of Fujian Province; Weihai City, Shenyang City, Changchun City, Nantong City, Zhenjiang City, Ningbo City, Fuzhou City, Qingdao City, Zhengzhou City, Nanning City, and Urumqi City.
2. The enterprises applicable to the bonded control herein will be technology-advanced firms in service that are officially registered within the areas and cities aforesaid.
3. The application scope, declaration norms and administrative requirements of the bonded control herein will still be subject to GACC Announcement No. 39 of 2010 in this respect.
