GACC Announcement No.49, 2016 on (Cross-Straits AEO Recognition)

In order to facilitate cross-straits trade, China's mainland Customs and Taiwan Customs will, as from 1 October 2016, start mutual recognition of "Authorized Economic Operators" (AEO) in a trial way. Relevant matters are hereby announced:
1. The mainland Customs will recognize high-quality enterprises accredited by Taiwan Customs to be AEOs of Taiwan region, while Taiwan Customs will recognize high-grade enterprises accredited by China Customs to be AEOs of the mainland.
2. The mainland Customs and Taiwan Customs will mutually afford import clearance conveniences to the other's AEO firms, including: reduction of documentary examination, lower rate of import cargo inspection, priority in import clearance order, designation of special contact for AEO, and offering of preference under special circumstance.
3. Mainland Customs districts to undertake the trial include Nanjing Customs, Fuzhou Customs and Xiamen Customs.
Taiwan Customs districts to undertake the trial include Kaohsiung Customs and Keelung Customs.
4. Mainland enterprises to participate refer to accredited high-grade enterprises of exporting goods by sea directly from any mainland ports (not limited to Nanjing, Fuzhou and Xiamen) to Kaohsiung and Keelung.
Taiwanese enterprises to participate refer to accredited high-quality enterprises of exporting goods by sea directly from any Taiwan ports (not limited to Kaohsiung and Keelung) to Nanjing, Fuzhou and Xiamen.
5. A mainland AEO, when exporting goods to Kaohsiung or Keelung, shall inform Taiwanese importers of its AEO code (AEOCN + 10-digit enterprise code registered with China Customs) and its firm name. Then Taiwanese importers can declare the mainland AEO information to Taiwan Customs. After confirming mainland AEO information to be correct, Taiwan Customs will immediately apply aforesaid conveniences to the import clearance.
6. In declaration to mainland Customs, mainland importers shall fill Import Declaration Form "Remarks" column with a Taiwanese AEO's enterprise code as: "AEO" (half-width English capital) + "<" (half-width English) + "TW" (half-width English capital) + "9-digit enterprise code" + ">" (half-width English), for example "AEO< TW 123456789>". After confirming Taiwanese AEO information to be correct, mainland Customs will immediately apply aforesaid conveniences to the import clearance.
