GACC-MOA Announcement No.60, 2016 on “Imp Veterinary Drugs Clearance Form” Paperless Trial

The General Administration of Customs (GAC) and the Ministry of Agriculture (MOA) hereby jointly decide to try out online paperless operation of “Import Veterinary Drugs Clearance Form” as follows:

1. As from 1 November 2016, according to “Veterinary Drugs Import Management Measures” (in MOA-GACC Decree No.2), an importer of veterinary drugs shall apply for “Import Veterinary Drugs Clearance Form” toward the Ministry of Agriculture and local veterinary administration; after approving the application, the MOA and local veterinary administration shall transmit issued Clearance Form data to the Customs administration by means of Veterinary Drugs Documents Verification System Online. During the trial period, the MOA and local veterinary administration may also issue the paper copy of the Clearance Form.

2. Customs brokers may declare to the Customs in paperless way. The Customs will online verify “Import Veterinary Drugs Clearance Form” data and then conduct clearance formalities. The paperless declaration may be free from presentation of paper copy.

3. In application for the “Import Veterinary Drugs Clearance Form” and in declaration formalities, the Clearance Form and corresponding Import Declaration Form shall be mutually consistent in terms of both goods measurement unit and first two digits/characters of declaration/entry port code.

4. Where being necessary or required, the “Import Veterinary Drugs Clearance Form” may be put into paper-based declaration or submission.

5. The online paperless operation herein will be technically supported by China E-Port Data Center (contact tel: 8610-95198) and Taiji Computer Corporation Limited (contact tel: 185 1831 4902).
