GACC Announcement No.2, 2017 on (Special Safeguard agst. New Zealand Milks & Creams under FTA)

In accordance with China-New Zealand Free Trade Agreement (FTA), China is keeping special safeguard measures against 12 HS-Coded agricultural products from New Zealand. Till 4 January 2017, the import quantities of involved non-concentrated milks and creams (HS Codes 04012000, 04014000, 04015000) have reached 2,062 tons in total on declarations, exceeding the special-safeguard triggering norm of 2,017 tons for 2017.
Hence, as from 5 January 2017, China will levy import duties on New Zealand-originating non-concentrated milks and creams at China’s most-favored-nation duty rates. Regarding such imports in transit, their duty applicability will still be subjected to GACC Announcement No. 91 of 2008.
