GACC Announcement No.4, 2017 on (Special Safeguard agst. New Zealand Butter, Fat & Grease)

In accordance with China-New Zealand Free Trade Agreement (FTA), China is keeping special safeguard measures against 12 HS-Coded agricultural products from New Zealand. Till 10 January 2017, the declared import quantities of involved butter and other fat, grease (HS Codes 04051000 and 04059000) have reached 15,387 tons in total, exceeding the special-safeguard triggering norm of 14,582 tons for 2017.
Hence, as from 11 January 2017, China will levy import duties on New Zealand-originating butter and other fat, grease at China’s most-favored-nation duty rates. Regarding such imports in transit, their duty applicability will still be subjected to GACC Announcement No. 91 of 2008.
