GACC Announcement No.6, 2017 on Adjusting Hainan Outbound-Passenger Duty-Free Purchase Rules

In accordance with the Announcement No. 7 of 2017 by the Ministry of Finance on permitting outbound railway passengers to buy duty-free commodities in Hainan Island, the GACC has made some adjustment in GACC Announcement No. 7 of 2015 on Hainan Outbound-Passenger Duty-Free Purchase Measures. Hereby announced are the adjustment contents:
1. An outbound railway passenger, not less than 16 full-years old, may, by showing their own outbound railway ticket and valid identity card, buy duty-free commodities at Hainan-based duty-free shops (except those in airport isolation area) and online sale outlets thereof; upon their departure, such a passenger may take delivery of their duty-free commodities at Haikou railway station by showing their own outbound railway ticket, shopping proof, and identity card.
2. The duty-free purchases by the same passenger outbound by air and by railway in the same year shall be totaled in value and shall not exceed the line of limit in the Hainan duty exemption policy.
3. Besides the adjustment aforesaid, the duty-free purchase shall still be subjected to the regulations in GACC Announcements No. 7 of 2015 and No. 7 of 2016.
This Announcement shall enter into force on 15 January 2017.
